Choose two people to be the 'chasers' and two to be the 'chasees'. Have everyone else line up like a grid with 3 feet in between the person in front, behind to the left and right of them, like this diagram here:

Everyone should put their hands out facing the one direction to create 'streets' in one direction like this diagram:

Whenever you call 'streets', people should lift their arms to create these streets. Then when you call "Alleys", they should spin 90 degrees to create 'alleys' like this diagram:

Practice a few times until people understand, then set the 'chasees' out amongst the streets. Give them a 10 second head start then send the 'chasers' out to catch them.
Periodically switch from 'streets' to 'alleys' until the two get caught.
